Photopea is a free graphic design tool, similar to Photoshop, that runs in your browser. It has a little bit of a learning curve, but it’s quite powerful.

Some zine PDFs you come across will be printable, others will need a little bit of processing. *Bookbinder.JS* is a web-based tool that will take the single pages and organize them such that they’re ready to print!
